Responsible for acting as liaison to the
University System of Georgia and the Digital Innovations
Group at Georgia College. Collaborating with each, the SEP
Director identifies funding opportunities,
coordinates/proposes contractual agreements and/or service
level agreements between the entities, conducts research
and development for innovative instructional delivery,
answers/investigates state-wide inquiries concerning
instructional delivery options, and participates in
conference/training activities initiated by the
University/DI Group.
Director, (WER) Web Enabled Resources (previously:
Electronic Instructional Services) (1995-2008)
Responsible for assisting faculty and
administration in the alignment of instructional
technologies with the educational goals of Georgia College
& State University, Georgia's Public Liberal Arts
University. Web Enabled Resources persues this mission
through content and systems development, training,
researching emerging technologies and deploying customized
services and facilities as well as assisting in other areas
such as the GC&SU Web Site and the
University's intranet. Facilities being built and
refined in support of distance education and regular
classroom instruction include GeorgiaVIEW Vista, a learning
management system (LMS), the Faculty Web Server, Podcasting Server,
Mailing Lists and Custom-built Web Services.
Director, (RTEC) Regional Teacher Education
Center (l991-1995)
Responsible for: Managing all funded RTEC projects
($250,000 annually) to include budgeting, reporting,
personnel decisions, supervision of project leaders and the
development of additional, supplementary funding (averaging
$150,000 annually). * Serve as system administrator for
GC EduNET, the largest and most complex RTEC project.
GC EduNET uses the full range of available Internet
services (WWW, E-Mail, News, Lists, Gopher, etc.) to bring
information and communications opportunities to the K-12
education community in Georgia and is linked with similar
projects in other states via the National School Network
Testbed. * Other RTEC projects involve efforts to improve
retention rates among first, second and third year teachers
(CSELT), efforts to model ways to involve parents as
teachers (PEACH), efforts to develop and disseminate
information on adolescent, suicide, pregnancy and child
abuse to teachers with responsibilities in these areas
(ITCAN) and efforts to develop a working full-scale
field-based teacher education model (FBPM).
Assistant Dean, School of Education (1986-1991)
Responsible for: * coordinating faculty development
activities * promoting research and providing assistance in
grant preparation to all faculty * orienting new and
part-time faculty to their responsibilities and preparing
part-time faculty budgets and payrolls * supervising the
allocation of secretaries, student assistants and graduate
assistants * maintaining channels of communication with and
among department chairs, Continuing Education and Public
Service personnel, other schools (via their assistant
deans) and with the college generally via serving on a
broad range of college-wide committees * coordinating all
administrative electronic (computer) data processing within
the school (including the establishment of a local area
network) * collecting, validating, managing, analyzing, and
reporting data on the activities and effectiveness of the
school * assisting the dean develop and promote on-campus
and off-campus programs in the school through the effective
use of catalogs, publications and other media * assisting

speak for and, in some cases, act for the dean in his

Conceived, established and secured extensive funding for the GC EduNET project, a statewide Internet service for the K-12 community in Georgia. This project has been in continuous operation since 1988 and has attracted significant funding from a wide variety of sources.

Students Deal With the Quality and Quantity of Information
on the Web Like the traditional bibliography typically
found on the last pages of a syllabus, a webliography
represents a professor's carefully considered opinion about
where good, relevant information on a given subject may be
found. Bringing this experience and wisdom to bear on what
a search engine indexes can be a major boost to faculty
research and student scholarship alike.

GRANTS:
Developing the WebMBA Curriculum (2002). A
$150,000 contract from the Georgia Board of Regents
Advanced Learning Technologies office and the WebMBA
Consortium to develop new courses and re-develop extant
courses in the on line WebMBA Curriculum to meet current
standards of accessibility, usability, navigability,
interactivity as well as conform to W3C Standards relating
to HTML and other web page coding techniques. Branding and
the inclusion fo interactive multimedia were also important
parts of the contract.
The Faculty Web Server (1997). A $20,000 grant from the Georgia Board of Regents Office of Instructional and Information Technology to purchase a Sun Ultra 2 Server to enable faculty to have a platform for delivering instruction and instructional supplements via the ubiquitous World Wide Web.
GC EduNET via the World Wide Web (1995). A $6,000 grant from ALLTEL, Inc. to purchase hardware and software to expedite the transition of the GC EduNET System to an information system that uses the World Wide Web as its primary interface.
Internet access via PPP (1994). A $10,000 grant from ALLTEL, Inc. to conduct a pilot study to evaluate the impact of virtually direct Internet access upon the teaching and professional development of K-12 teachers.
Internet Services Expansion for GC EduNET (1994). An in-kind grant (approximate value of $40,000) from Sun Microsystems, Inc. of a high performance Unix server to enable GC EduNET to provide Internet e-mail accounts and other valuable Internet services to the K-12 education community in Georgia.
Teacher Preparation/Innovation (1993) A grant from Coca-Cola ($12,000) awarded via competitive application to the Board of Regents, University System of Georgia to develop strategies for involving teacher education faculty in the production and use of HyperMedia in their teaching.
Linking The GCEduNET Project with Higher Education (1993), A grant from GTE, General Telephone & Electronics, ($15,000) to acquire the hardware and software necessary to link the operations of The GCEduNET Project with the School of Education local area network and, by extension, with PeachNET (a state wide network linking institutions of higher education throughout the Georgia University System) and, through the "Internet", with higher education throughout the world.
Using Computer Technology to Prepare and Disseminate AIDS Curriculum Materials (1992). A grant from the Georgia Department of Education ($40,000) to prototype and establish pilot sites to develop HyperMedia AIDS education materials and disseminate same using the telecommunications facilities of the GCEduNET project. (With Dr. James Wolfgang)
Expanding GC EduNET Dial-up Facilities (1991) A grant from General Telephone & Electronics G.T.E. ($7,000) to acquire telecommunications and networking equipment.
Expanding The GCEduNET Project (1989). A grant from the BellSouth Foundation ($100,000) to provide for the expansion of The GCEduNET Project from local to state wide proportions converting what was essentially a BBS (bulletin board system) into a terminal-based Internet service providing toll-free access to K-12 education-oriented information from anywhere in the state.
Regional Teacher Education Center (RTEC), (1988) With Special Initiative funding from the Board of Regents of the University System of Georgia ($225,000),the Regional Teacher Education Center ( RTEC) provided for, among other things, the de-isolation of pre and inservice teachers, and administrators throughout the state of Georgia by networking their schools with a sophisticated electronic information system called GCEduNET. (With Dr. Edward M. Wolpert)
GRANT PROPOSALS IN PROGRESS:
Engaging faculty in online learning: Identifying Incentives
and Disincentives. A proposal to support a small team of
instructional developers to work with faculty using the
WebCT or TopClass CMS to assist in developing online
educational materials and, at the same time, gather
qualitative data leading to useful generalizations about
the perceived incentives and disincentives of faculty.
Developing Models for Asynchronous Learning Using Interactive QuickTime Movies. A proposal to support a small team of multimedia developers who will produce interactive QuickTime movies (wired sprites) that will be contributed to an EOE (educational object economy) such as MERLOT for review, evaluation and sharing.
